Requires the Office of Information Technology Services to contract with a third party to operate an electronic database for storing pawn and metals transaction information at no cost to reporting entities.

Mandates pawnbrokers, currency converters, precious metals dealers, and secondary metals recyclers to submit transaction information to the database within 12 hours of each transaction, with submissions containing incomplete information deemed non-compliant.

Restricts database access to North Carolina law enforcement officers and agencies only, with information exempt from public records under Chapter 132 of the General Statutes, and requires the State to maintain ownership and control of all data.

Allows entities to delay submissions by up to 36 hours after database restoration if the system is offline, or exempts submission requirements if an entity lacks technological means to access the database.

Effective October 1, 2017.
