Allows dealers to sell used vehicles with a salvage certificate of title without safety or emissions inspection if no repairs have been made after issuance of the salvage certificate.

Requires dealers to provide written disclosure on a Division-approved form stating that no inspection has been performed on the salvage vehicle before sale to the consumer.

Applies to used vehicles sold on or after the effective date when the bill becomes law.

Modifies G.S. 20-183.4C(a)(2) regarding inspection requirements for used vehicles sold at retail by dealers in North Carolina.
