Modifies Section 14.20A of S.L. 2016-94 to provide greater flexibility for $14,548,981 in water infrastructure funding allocated to Rockingham and Guilford Counties and their municipalities.

Expands eligible uses of funds to include interconnection, water line extension, water system modification and expansion, planning, design, survey, real property acquisition, and construction activities.

Specifies funding allocation caps: no more than 25% for Guilford County municipalities and no more than 75% for Rockingham County municipalities (Oak Ridge, Stokesdale, Summerfield, Reidsville, Madison, and Mayodan).

Allows counties and municipalities to enter into interlocal agreements under Article 20 of Chapter 160A or establish regional water and sewer authorities under Article 1 of Chapter 162A to govern use of funds and long-term maintenance responsibilities.

Requires funds not spent or encumbered by June 30, 2020, to be returned to the Office of State Budget and Management and revert to the General Fund.
