Repeals Article 9 of Chapter 131E of the General Statutes, which established North Carolina's Certificate of Need (CON) laws that previously required approval before constructing or expanding health care facilities.

Removes references to CON requirements from multiple statutes governing health care facilities, including provisions for hospitals, home health agencies, hospices, and chemical dependency treatment facilities.

Eliminates the requirement that new chemical dependency or substance abuse facilities operated for state inmates obtain a certificate of need before construction and operation.

Modifies G.S. 6-19.1(a) effective January 1, 2021 to remove restrictions on attorney's fees in administrative review cases arising under CON laws.

Makes the repeal effective January 1, 2018.
