Allows breweries to sell malt beverages at the brewery location regardless of local malt beverage election results, requiring only a permit under G.S. 18B-1001 and approval from the city or county governing body.

Increases the number of additional retail locations where qualifying breweries (producing fewer than 25,000 barrels annually) may sell malt beverages from 3 to 10 locations statewide where sale is legal.

Requires breweries operating additional retail locations under a different business name to offer a reasonable selection of competitive malt beverage products at those locations.

Clarifies that sales at additional retail locations are not considered wholesale sales under ABC laws, and exempts breweries from certain financial interest and lending restrictions when conducting transactions at brewery premises or other allowed retail locations.
