Summary of Session Law 2018-101 (House Bill 646)

• Expands the Program Evaluation Division's authority to evaluate non-State entities that receive or expend State funds, in addition to State agencies.

• Adds administration of measurability assessments pursuant to Chapter 143E of the General Statutes as a function of the Division.

• Establishes standardized evaluation report requirements including findings on efficiency, effectiveness, mission alignment, legal compliance, and duplication analysis, with quantitative indicators and cost breakdowns.

• Revises the Joint Legislative Program Evaluation Oversight Committee's powers to adopt biennial work plans for both evaluations and measurability assessments, review reports, and determine needed legislative action.

• Repeals the requirement for Program Evaluation Division impact statements on bills proposing Division studies or evaluations.
