Establishes new regulations requiring written permission to pursue or chase deer with dogs, with documentation signed by landowner/lessee and dated within 12 months that must be carried at all times.

Creates a $10 deer-dog use stamp requirement for all individuals pursuing or chasing deer with dogs for training or hunting purposes, with exemptions for lifetime license holders and certain exempt categories.

Mandates that all dogs used for deer hunting or training be identified with visible, legible tags or markings containing Wildlife Resources Commission-specified information.

Prohibits releasing dogs from public road rights-of-way to pursue deer unless authorized use applies to all directly adjoining property at the release point.

Directs the Wildlife Resources Commission to establish an advisory committee to recommend improvements to dog-deer hunting recreation opportunities, with recommendations due by May 1, 2018.
