Establishes timeframes for the Director of the Office of State Construction to issue final written decisions on contractor claims: 120 days for claims under $100,000, 180 days for claims of $100,000-$5,000,000, and 270 days for claims of $5,000,000 or more.

Allows the Director and contractor to mutually extend the decision deadline in writing prior to expiration.

Deems the Director's failure to issue a final written decision within the specified timeframe a denial of the undecided portions of the claim.

Permits contractors dissatisfied with the Director's decision to commence a contested case under Chapter 150B of the General Statutes within 60 days of receiving the final written decision.

Applies to verified claims submitted on or after January 1, 2018.
