Prohibits the Department of Transportation and Turnpike Authority from entering into new partnership agreements with private entities to construct and operate toll road facilities on or after January 1, 2017.

Modifies G.S. 136-18(39a) to limit the Department and Turnpike Authority to a single partnership agreement instead of up to three agreements previously allowed.

Requires any existing agreement to comply with standards including a maximum 50-year contract term from the beginning of operations and department solicitation of proposals.

Applies the freeze to all toll facility partnership projects under the Turnpike Authority's jurisdiction.
