Requires accident reports to specifically document if a crash was caused by a driver suffering a seizure or hypoglycemic incident, including the driver's name.

Directs the Division of Motor Vehicles to evaluate whether a medical condition (seizure or hypoglycemic incident) affects a driver's ability to safely operate a vehicle after receiving such a report.

Authorizes the Division to cancel or restrict a driver's license based on the evaluation, with the driver having the right to appeal the decision through existing G.S. 20-9(g) procedures.

Maintains that accident reports by non-law enforcement officers are not public records, while reports by law enforcement officers and medical examiners remain public records available for inspection and purchase.

Becomes effective October 1, 2017, and applies to accidents occurring on or after that date.
