Appropriates $50,000,000 to the State Board of Elections to establish a matching grant program for county boards of elections to replace outdated voting equipment.

Each county is eligible to receive matching grants of up to $500,000 for purchasing voting equipment that complies with federal law and North Carolina General Statutes Chapter 163, including hardware and software.

Counties must match state grant funds dollar-for-dollar with their own expenditures on compliant voting equipment.

County expenditures on voting equipment made on or after January 1, 2016, qualify toward the county match requirement.

Effective date: July 1, 2017.
