Modifies G.S. 163A-720 to change how the Governor appoints a person to fill a U.S. Senate vacancy when the vacating Senator was elected as a political party nominee.

Requires the Governor to appoint from a list of three persons recommended by the State executive committee of the vacating Senator's political party, rather than simply appointing any affiliated member.

The political party executive committee must submit its recommendations within 30 days of the vacancy occurring for this requirement to apply.

Governor must still issue a writ for election at the first General Assembly election held more than 60 days after the vacancy, with the elected person holding the office for the remainder of the unexpired term.

Effective upon becoming law and applies to all vacancies filled on or after the effective date.
