Authorizes the North Carolina Commissioner of Motor Vehicles to recognize foreign-issued noncommercial driver's licenses as valid in North Carolina for operating noncommercial vehicles by persons legally present in the state.

Requires the foreign nation's driver's license standards to substantially comply with North Carolina's standards and that North Carolina's licenses be recognized as valid in that foreign nation for noncommercial vehicle operation.

Mandates the Commissioner notify the Joint Legislative Transportation Oversight Committee at least 30 days before making a reciprocal recognition determination.

Requires the Division of Motor Vehicles to provide notice of any reciprocal recognition on its website.

Becomes effective upon enactment.
