Establishes fair repair requirements for manufacturers of digital electronic products sold or used in North Carolina by requiring them to provide diagnostic and repair information to independent repair facilities and product owners on the same terms as authorized repair providers.

Requires manufacturers to make available service parts, firmware updates, diagnostic tools, and technical documentation to owners and independent repair providers at fair and reasonable prices, with exceptions for parts no longer available to the manufacturer.

Prohibits manufacturers from requiring authorized repair providers to purchase diagnostic information in proprietary formats if standardized formats with more favorable terms are available to other repair providers, unless the proprietary format includes unique functionality.

Allows manufacturers to restrict access to trade secrets and non-diagnostic information, and permits security-related information to be provided through secure data release systems rather than public disclosure.

Provides a 30-day cure period after written notice before independent repair providers or owners can file complaints in district court for manufacturer non-compliance; effective October 1, 2017.
