Requires public water systems that supply water to other public water systems and obtain water from surface sources to conduct sampling and analysis for disinfection byproducts (TTHMs and HAA5) at all delivery points to consecutive systems.

Mandates supplying water systems and consecutive systems provide sampling results to receiving consecutive systems and complete a joint operational evaluation if results exceed maximum contaminant levels.

Requires representatives from all participating water systems to meet quarterly to evaluate effectiveness of implemented measures until all systems meet maximum contaminant levels for four consecutive calendar quarters.

Directs the Environmental Management Commission to adopt rules amending 15A NCAC 18C .1502 consistent with the bill's provisions, with rules taking effect as though objections had been received under statutory procedures.

Takes effect upon becoming law, with Section 2 expiring when the amended rules become effective.
