Increases the production threshold for small breweries from 25,000 barrels to 100,000 barrels annually before they must use a wholesale distributor to sell their products.

Allows qualifying breweries to sell directly to consumers at the brewery location, to wholesalers, retailers, and exporters without requiring a wholesale distributor up to the 100,000 barrel limit.

Permits breweries not exceeding the 100,000 barrel threshold to operate up to three additional retail locations within the state where sales are legal, with appropriate permits.

Requires breweries operating additional retail locations to offer a reasonable selection of competitive malt beverage products at those locations.

Effective upon enactment.
