Removes the prohibition on traffic stops based solely on rear seat occupants failing to wear seat belts, allowing officers to stop vehicles for this violation.

Increases the penalty for rear seat occupants who fail to wear a seat belt from $10.00 to $25.00.

Maintains that rear seat occupants pay no court costs for seat belt violations, unlike drivers and front seat passengers who pay court costs in addition to the $25.50 penalty.

Becomes effective December 1, 2017, and applies to offenses committed on or after that date.
