Requires that a special superior court judge cannot be assigned to a judicial district unless the chief resident superior court judge of that district determines there is at least four hours of work available.

Adds a new subsection (e) to G.S. 7A-45.1 establishing this minimum work requirement for special judge assignments.

Effective upon enactment with no specified date limitations.
