Repeals Section 12F.12 of S.L. 2015-241, which had redirected funding for State Alcohol and Drug Abuse Treatment Centers.

Directs the Office of State Budget and Management and Department of Health and Human Services to realign base budgets so funds for substance abuse services are directly allocated to State Alcohol and Drug Abuse Treatment Centers rather than to local management entities/managed care organizations.

Restores State Alcohol and Drug Abuse Treatment Centers' management and provision of publicly funded substance abuse services to their pre-2015-241 status.

Requires budget amendments and certifications to take effect beginning with the 2017-2018 fiscal year through the 2017-2019 fiscal biennium.

Effective July 1, 2017.
