Amends the North Carolina Constitution to require the General Assembly to jointly adjourn regular sessions on or before June 30 of each calendar year, beginning with the 2019 session.

In odd-numbered years, allows the General Assembly to initially convene for no more than two consecutive calendar days, adjourn for up to 30 consecutive calendar days, and then reconvene in regular session.

Prohibits any valid action other than adjournment resolutions after the prescribed time limits expire, except for reconvened sessions called under Article III, Section 5 of the Constitution.

Requires the proposed amendment to be submitted to voters at the November 6, 2018 statewide election, with certification by the State Board of Elections and Secretary of State upon approval by a majority of votes cast.

Becomes effective upon certification if approved by voters.
