Requires the Division of Social Services in the Department of Health and Human Services to develop a standard form for establishing agreements with state-recognized Indian tribes regarding Indian children in foster care, adoption assistance, and kinship guardianship assistance programs under Title IV-E of the Social Security Act.

The Department must consult with representatives of state-recognized tribes and related organizations in developing the standard form.

Requires the Department to submit an interim report to the Joint Legislative Oversight Committee on Health and Human Services by June 30, 2018, detailing resources, actions, and any needed legislation.

Requires the Department to submit a final report including the standard form and legislative recommendations to the Committee by December 1, 2018.

Effective upon becoming law.
