Creates an initial registration fee of $90.00 for sex offenders at the time of their initial registration and an annual registration fee of $90.00 due each year on the anniversary of the offender's initial registration date.

Requires sheriffs to collect fees and transmit proceeds to the county finance officer to offset costs associated with sex offender registration; sheriffs must still register offenders regardless of fee payment.

Authorizes the Attorney General to pursue civil collection of delinquent fees unpaid for more than one year, with a 10-year statute of limitations and allows deduction of up to 20% collection costs.

Exempts juveniles required to register from paying the registration fees.

Requires petitioners seeking to terminate their registration requirement to demonstrate payment of initial and annual registration fees beginning October 1, 2017, as a condition for court relief.
