Changes voter fraud penalties from Class I felony to Class G felony under G.S. 163-275, applying to 18 categories of election-related crimes including fraudulent registration, vote buying, false ballot entries, and impersonation of voters.

Updates voter registration form requirements in G.S. 163-82.4(b)(1) to specify that false attestations regarding eligibility are Class G felonies rather than Class I felonies.

Modifies religious objection declarations for voter identification in G.S. 163-82.7A(d) to designate false or fraudulent declarations as Class G felonies instead of Class I felonies.

Effective date of December 1, 2017, with the changes applying only to offenses committed on or after that date.
