School of Government at UNC Chapel Hill shall conduct research on evaluation standards and submit preliminary report by December 1, 2017 to the Joint Legislative Program Evaluation Oversight Committee, Program Evaluation Division, and Office of State Budget and Management.

SOG shall coordinate a working group including state agency and UNC system representatives to develop standards for designing and implementing pilot projects mandated by the General Assembly, with final report due December 1, 2018.

Office of State Budget and Management shall adopt rules implementing SOG's proposed standards to guide evaluation of state agency pilot projects, with standards offering multiple options for evaluations based on available resources and time.

Beginning June 1, 2019, all state departments, agencies, bureaus, divisions, and institutions must conduct legislatively-mandated pilot projects in accordance with adopted rules, unless specifically exempted by law.

SOG may prepare and publish proposed updates to pilot project rules at least 90 days before submission to Office of State Budget and Management, with changes reported to the Joint Legislative Program Evaluation Oversight Committee.
