Allows North Carolina residents with current valid drivers licenses or special identification cards for nonoperators to register to vote or change voter registration online.

Requires the State Board of Elections to establish a secure website where eligible individuals can submit voter registration applications, changes of address/name/party affiliation, and verification information.

Mandates the State Board and county boards of elections verify applicants' North Carolina drivers license or Social Security numbers and search for duplicate registrations using existing procedures.

Transfers digital signatures from the Division of Motor Vehicles records to the State Board upon successful verification of applicants' credentials.

Becomes effective December 1, 2017.
