Establishes a Joint Legislative Study Committee on the Division of Local School Administrative Units consisting of 5 Senate members and 5 House members, with cochairs appointed by the President Pro Tempore and Speaker.

Committee shall study the feasibility of permitting previously merged school districts to be divided back into separate administrative units and recommend the best methods to achieve such division.

Committee shall examine whether division should require a majority voter referendum, a petition from a certain percentage of qualified voters, or other prerequisites.

Committee must submit final report with recommendations and proposed legislation to the General Assembly by May 1, 2018, then terminate.

Committee terminates on May 1, 2018, or upon filing of final report, whichever occurs first; effective upon ratification on June 30, 2017.
