Urges the North Carolina General Assembly to prioritize examination and implementation of innovative, evidence-based methods for ensuring adults with alcohol and substance use disorders receive treatment and services.

Identifies that approximately 11.3 million adults age 26 or older had an alcohol use disorder and 4.4 million had an illicit substance use disorder in the past year according to the 2015 National Survey on Drug Use and Health.

Notes that North Carolina has death rates from alcohol and substance use disorders much higher than the national average, with excessive alcohol consumption being the third leading preventable cause of death in the state.

Acknowledges that many individuals avoid seeking treatment due to concerns about negative impacts on personal freedom, family relationships, careers, and community image.

Directs the General Assembly to explore alternatives to guardianship and involuntary commitment as methods to help adults with alcohol and substance use disorders receive compassionate and effective treatment and care.
