Allocates all parking spaces in the upper level of State Parking Deck 65 (located under Halifax Street Mall) to the Legislative Services Commission to support security measures for the legislative complex.

Grants the Legislative Services Commission exclusive authority to assign parking spaces in State legislative buildings, grounds, and Lot 7 of the State Government Parking Complex.

Authorizes the Department of Administration to allocate parking spaces in Lot 7 to the General Assembly upon 30 days' written notice from the Legislative Services Commission Officer, without requiring Governor or Council of State approval.

Preserves the right of state employees with disabilities who previously held accessible parking spaces in Deck 65 prior to the effective date to apply to the Legislative Services Officer for accessible parking accommodations.

Became law on July 31, 2017 when the Governor did not approve or veto the bill within the prescribed timeframe.
