Authorizes counties to adopt ordinances for civil enforcement of school bus passing violations using automated cameras installed on school buses, with violations processed as noncriminal citations rather than criminal infractions.

Establishes civil penalties of $400 for first offense, $750 for second offense, and $1,000 for subsequent violations, plus a $100 late penalty for non-payment or non-contestation within 30 days.

Requires citations to include violation date/time, location, photographic evidence from the camera, and a signed affirmation from a county employee or law enforcement officer, with recipients able to contest citations within 30 days through administrative hearings.

Allows registered vehicle owners to identify another person with care, custody, or control of the vehicle at the time of violation, who may then be issued a citation instead.

Directs the Division of Motor Vehicles to refuse vehicle registration for owners who fail to pay civil penalties, and permits automated camera evidence to be used in criminal proceedings for school bus passing violations.
