Prohibits UNC constituent institutions from extending media rights grants to athletic conferences that boycott North Carolina, with the restriction lasting at least five years after boycott termination.

Requires UNC institutions to segregate and place in escrow all revenue received from conference membership until escrow reaches the amount of any potential withdrawal penalty.

Mandates that escrowed funds are state funds requiring General Assembly appropriation and must be used for conference withdrawal penalties or other uses directed by the legislature.

Requires UNC institutions in a boycotting conference to immediately notify the conference of intent to withdraw when media rights assignments expire, unless the boycott ends immediately.

Reserves final authority over UNC institutional membership in athletic associations and conferences to the North Carolina General Assembly.
