Urges Congress to permit rollovers from Section 529 college savings accounts to Section 529A ABLE savings accounts, allowing parents to redirect education funds toward qualified disability expenses for their children.

Requests Congress allow ABLE account beneficiaries to save additional amounts when they earn income, enabling people with disabilities to work and save without exceeding monthly resource limits for means-tested benefits.

Calls on Congress to increase the age eligibility requirement for ABLE accounts from 26 to 46, extending benefits to individuals who become disabled later in life.

Directs the Secretary of State to transmit a certified copy of the resolution to all members of North Carolina's congressional delegation.

Becomes effective upon ratification.
