Prohibits harvesting wild ginseng without a valid state permit issued by the North Carolina Department of Agriculture and Consumer Services.

Establishes an annual permit fee not to exceed $25.00, with the North Carolina Plant Conservation Board authorized to set the actual fee amount.

Requires permits to include physical identifying information on the permittee to prevent unauthorized use by other persons.

Authorizes the Board to enter into agreements with law enforcement agencies, including the Wildlife Resources Commission and Department of Environmental Quality, for enforcement on both public and private lands.

Allows permitted ginseng dealers to sell harvest permits and retain a portion of the permit fee as compensation.
