Authorizes immigrant youth without lawful immigration status to receive in-state tuition rates at University of North Carolina institutions and community colleges if they meet four qualifying conditions.

Requires applicants to have received a high school diploma or GED from a North Carolina school and attended North Carolina schools for at least two consecutive years immediately before graduation.

Requires undocumented immigrants to file an affidavit stating they have applied or will apply to legalize their immigration status as soon as they become eligible.

Mandates that all information submitted during the in-state tuition application process is confidential and not subject to public records requests.

Effective July 1, 2017 for the 2017-2018 academic semester and all subsequent semesters.
