Renames "Urban Search and Rescue" program to "North Carolina Search and Rescue" throughout G.S. Chapter 166A Article 6, removing the "urban" designation from all related definitions, program names, and advisory committee titles.

Authorizes the North Carolina Geodetic Survey to ratify county boundary resurvey results if counties fail to ratify within one year, making the survey plat conclusive and recordable without county approval.

Requires notification by the State Surveyor to affected counties and property owners when boundaries are reestablished and automatically recorded after the one-year period.

Clarifies that Protective Ridgeline maps are housed with the North Carolina Geodetic Survey rather than the Department of Environmental Quality, and updates references to "National Geodetic Survey" and orthophotography standards for boundary mapping.

Section 1 becomes effective July 1, 2017; remaining sections effective upon enactment.
