Department of Health and Human Services must study North Carolina's ability to provide pregnant women and newborns with timely, equitable access to high-quality, risk-appropriate maternal and neonatal care.

Study must examine complexity levels of care at delivering hospitals, referral and transport systems, access disparities, service gaps, and barriers to matching patient needs with provider capabilities.

Department must submit interim report of findings and recommendations to the 2019 General Assembly on or before May 1, 2019, and a final report to the 2020 General Assembly.

Allows simultaneous cremation of multiple fetuses from the same mother and same birth with written authorization from the authorized agent.

Allows simultaneous cremation of multiple infants up to one year old from the same mother and same birth with written authorization from the authorized agent.
