Establishes the Joint Legislative Study Commission on Efficiency and Cost-Savings in State Government composed of 10 members (5 senators appointed by the President Pro Tempore, 5 representatives appointed by the Speaker).

Empowers the Commission to conduct zero-based budgeting reviews to identify obsolete programs, cost-reduction opportunities, and cases where existing funds can be redirected, starting with the Department of Administration.

Requires agencies under review to submit information organized by decision units, including minimum, reduced, current, and enhanced service level packages with cost estimates and descriptions of alternative service delivery methods.

Commission members may exercise subpoena powers and request information from state officers, agents, agencies, and departments as authorized under G.S. 120-19 and related statutes.

Commission must submit an interim report to the 2018 Regular Session and a final report to the 2019 General Assembly, including any proposed legislation, then terminate upon filing the final report.
