Allows any U.S. citizen 18 or older to carry a handgun openly or concealed without a permit, except those ineligible under state or federal law, effective July 1, 2017.

Prohibits handgun carry in state capitol buildings, courthouses, certain demonstrations, law enforcement facilities, and areas prohibited by federal law; allows concealed carry in locked vehicles at these locations with valid permit.

Permits concealed handgun carry on state park grounds, rest areas, and state hunting/fishing reservations for eligible individuals.

Allows qualified legislators, legislative employees, and retired law enforcement officers with valid permits to carry concealed handguns in state legislative buildings with notice to the General Assembly Special Police.

Permits concealed handgun carry on K-12 school property outside operating hours for permit holders at properties containing both a school and place of worship; creates new firearms safety and wildlife conservation elective courses for high schools.
