Directs the Legislative Research Commission to study regulatory, financial, and infrastructure burdens in coastal communities, defined as any county in North Carolina containing or located east of Interstate 95.

Commission study may examine administrative burdens and costs from unnecessary or duplicative environmental regulations, impacts on private property rights and land development from local government restrictions, and impacts of infrastructure underinvestment on economic development.

Requires the Legislative Research Commission to submit its final report to the 2018 Regular Session of the General Assembly.

Becomes effective July 1, 2017.
