Transfers responsibility for receiving and maintaining reports of alleged violations of the Underground Damage Prevention Act from the Notification Center to the Underground Damage Prevention Review Board.

Removes the Notification Center's role in contacting accused parties and administering violation reports, limiting its liability related to violation administration.

Modifies excavation notice requirements to specify that location descriptions should not exceed "five adjoining addresses, whichever is less" instead of the previous standard.

Changes emergency excavation notification from requiring "oral notice" to "notice" without specifying the method to the Notification Center.

Establishes the Board's authority to receive violation reports, maintain records for at least four years, contact accused parties within 10 days, and establish a public awareness program regarding its functions.
