Increases penalties for manufacture or sale of counterfeit identification documents from Class 1 misdemeanor to Class G felony, effective December 1, 2017.

Authorizes undocumented aliens who are state residents to obtain limited identification cards after passing a criminal history check (fingerprinting required for applicants 16 and older).

Limited identification cards must be clearly marked as not valid for voter registration, public benefits, or any purpose beyond demonstrating identity, and expire within 18 months of issuance.

Prohibits state agencies from using limited identification card application information to investigate immigration status or seek removal from the United States, except in prosecution of crimes committed after card issuance.

Establishes that possession of a limited identification card alone cannot be grounds for criminal investigation, arrest, or detention in circumstances where holders of other identification would not be subject to such action.
