Authorizes the North Carolina Utilities Commission to adopt, implement, modify, or eliminate a rate adjustment mechanism for water and wastewater utilities in general rate proceedings.

The rate adjustment mechanism allows tracking and true-up of variations in average per customer usage from levels approved in the general rate case proceeding.

The Commission may adopt such a mechanism only upon finding that it appropriately tracks usage variations by rate schedule and serves the public interest.

Applies to water and wastewater utilities and may be implemented for one or more of a company's rate schedules.

Effective upon enactment into law.
