Makes provisional ballots "retrievable," allowing ballots determined to have been improperly counted to be removed from the total count.

Prohibits use of vacant lots or business addresses as residential addresses for voter registration unless the person actually uses that location as their usual sleeping area.

Authorizes election observers to be present at voting places before, during, and after polls close, and to observe voter registration checks from positions allowing clear visibility and hearing of voter responses.

Requires written statements signed by precinct judges if they limit or expel election observers, with witnesses, and allows observers to challenge such actions through election protest procedures.

Effective January 1, 2018.
