Amends G.S. 162A-68 to clarify procedures for expanding metropolitan sewerage districts and appointing board members to represent newly included territory.

When a district expands into new territory in a county without existing representation, that county shall be represented by three additional qualified voter members appointed by the county board of commissioners.

Allows variation of initial board member terms by up to six months to align successor appointment schedules with existing board member reappointment dates.

Makes board appointment procedures for sewerage district expansion parallel to those used for water and sewerage district expansion.

Effective immediately upon enactment and applies to any metropolitan sewerage district expansions occurring on or after the effective date.
