Expands impaired driving offense in G.S. 20-138.1 to include driving with any amount of cocaine, phencyclidine, methamphetamine, or ketamine (and their metabolites) in blood or urine, in addition to existing Schedule I controlled substance provision.

Adds specific threshold levels for delta-9-tetrahydrocannabinol (THC) impairment: at least 10 nanograms in urine, 2 nanograms in blood, 15 nanograms of THC metabolite in urine, or 5 nanograms of THC metabolite in blood.

Applies the same controlled substance and THC threshold expansions to commercial motor vehicle impaired driving offense in G.S. 20-138.2.

Updates gender-neutral language throughout both statutes by replacing "he/his" pronouns with "the person."

Effective date is December 1, 2017, for offenses committed on or after that date.
