Reduces the signature requirement for new political parties from 2% to 0.25% of total voters in the most recent general election for Governor or presidential electors, whichever is less.

Lowers the congressional district signature requirement for new political parties from four districts to three districts, with at least 200 registered voters required from each district.

Reduces the petition deadline for new political parties from June 1 to the third Friday in July preceding the general election.

Changes unaffiliated candidate signature requirements from 2% to 0.25% of voters for statewide offices and from 4% to 0.25% for district, county, and judicial offices, with the percentage calculated based on voters who participated in the most recent election for that specific office.

Moves the filing deadline for unaffiliated candidate petitions from the second Wednesday prior to the primary election to the third Friday in July.
