H.B. 770 - Various Clarifying Changes

• Modifies school performance metrics for ESSA compliance by adjusting how growth scores are calculated for high schools, limiting growth measures to specific academic indicators and restructuring school quality and student success indicators.

• Clarifies that Property Tax Commission members paid from State funds receive salaries but not travel and subsistence expenses under G.S. 138-5(f), effective retroactively to April 1, 2017.

• Allows the Department to retain up to 10% of Healthy Food Small Retailer program funds for administrative costs, effective July 1, 2017.

• Adjusts single-stream funding reductions for Local Management Entities/Managed Care Organizations (LME/MCOs) for fiscal years 2017-2019 with specific dollar amounts allocated to each organization.

• Reduces North Carolina Medical Board from 13 to 13 members by changing public member appointments: removes three public members appointed by Governor and adds two public members appointed by General Assembly (one per legislative leader recommendation).

• Prohibits attorneys serving as trustees from representing noteholders or borrowers while initiating foreclosure proceedings, with limited exceptions for unrelated matters and post-contestation representation.

• Updates state agency capital project reporting timelines to October 15, 2017 and thereafter, and allows elected law enforcement officials to serve on the State Lottery Commission.
