Adds "sports and entertainment venues" to the definition in North Carolina General Statute 18B-1000, defining them as stadiums, ballparks, and similar facilities with permanent seating capacity of 3,000 or more not located on school, college, or university campuses.

Authorizes sports and entertainment venues to obtain On-Premises Malt Beverage Permits, allowing retail sale of malt beverages for on-premises consumption and in original or resealable containers for off-premises consumption.

Authorizes sports and entertainment venues to obtain On-Premises Unfortified Wine Permits, allowing retail sale of unfortified wine for on-premises consumption and in original or special containers for off-premises consumption.

Authorizes sports and entertainment venues to obtain Mixed Beverages Permits, allowing retail sale of mixed beverages for on-premises consumption only.

Effective upon becoming law.
