Increases the threshold for state agencies to undertake repairs and renovations projects from $300,000 to $1,000,000 without special approval.

Allows the UNC President to transfer funds between Budget Code 16010 and constituent institutions, and to identify and transfer funds for capital improvement projects.

Removes the requirement for the Director of the Budget to approve UNC fund transfers between institutions, allowing the Board of Governors to authorize transfers independently.

Changes UNC capital project planning requirement from "advanced planning through schematic design" to "conceptual planning" for new facilities, expansions, or rehabilitations.

Permits general funds contractually obligated for repairs and renovations projects to carry forward to subsequent fiscal years for project completion rather than reverting.
