Authorizes local boards of education to designate primary and general election days in even-numbered years as paid holidays for public school teachers and all public school personnel.

Designates the primary election day (Tuesday after the first Monday in May in even-numbered years) and general election day (Tuesday after the first Monday in November in even-numbered years) as holidays for all public school students and personnel.

Requires the State Human Resources Commission to establish primary and general election days as paid holidays for state employees in even-numbered years.

Allows the Commission to provide 14 paid holidays per year in even-numbered years (instead of the standard 12), with one additional paid holiday for each election day.

Becomes effective upon enactment.
