Requires local school administrative units and charter schools to report annual energy and water usage by January 31 each year to the Department of Public Instruction using EPA and Department of Energy management tools.

Mandates the Department of Public Instruction to publish collated energy and water usage data by March 1 annually, categorized by school administrative unit, building age, grade levels, and building size.

Directs local school boards to use the published data to establish energy and water efficiency improvement goals and set minimum efficiency requirements for all new school construction and major renovations.

Authorizes counties with established revolving loan funds to provide loans to local school administrative units for energy efficiency projects, including new construction, renovations, energy modeling, performance contracting, and electric or natural gas-powered buses.

Requires charter schools to submit annual energy and water usage reports to the Department of Public Instruction under the same reporting requirements as traditional public schools, effective with the 2017-2018 school year.
